The Australian skipper has claimed 309 wickets in 71 appearances with an average of 22.10.
Australia's chair of selectors the selector has stated that pace spearhead Cummins will be a central figure in the forthcoming England-Australia contest.
There were concerns that the 32-year-old might miss the series due to a stress fracture in his back that remained unresolved.
Previous updates from the squad suggested no definitive call had been made regarding his involvement, with the five-Test series kicking off on November 21 in Perth.
He revealed that his recovery is on track and was "optimistic" about the likelihood of being involved.
"It's clear that time is getting short and various factors at play, not only his injury, but further aspects," the selector added.
"The outlook is good. [We are] really confident that he will feature a significant role. Ideally starting in Perth. Should that not happen, then we'll pick it up."
Past Concerns
The captain missed the white-ball matches against New Zealand and India in the previous weeks after medical tests showed a lumbar bone stress.
He has a history of spinal problems, with recurrences in 2012-13, 2013-14 and 2015-16 forcing him out of multiple domestic campaigns in a limited period.
He emphasized he would be proactive in his approach in his recovery plan to ensure his availability for the contest.
Bailey noted that there was no confirmation if Cummins had begun bowling as part of his comeback but admitted it was "pressing" for him to recover fully for the first Test.
Alternative Arrangements
If he's unavailable, former captain Steve Smith will take over the captaincy.
Versatile player Green was excluded lately from the ODI lineup for their ODI contests against India as a preventive step because of discomfort in his torso.
The selector characterized it as a "slight concern and mentioned that he'll feature in the Sheffield Shield, so will be "well-prepared to be ready to bowl."
"Extensive planning has gone into creating the schedule for him to be available for the opening match as an all-rounder," Bailey explained.
"His involvement was limited to the initial matches anyway. His aggressive style the bat in limited-overs, if it causes any delay for another day, the choice was made to adopt a safer strategy."
